Can somebody tell me where to find a free downloadable program that will translate japanesse texts into English? For example, that will translate a website that's in Japanesse?

Go to http://babelfish.altavista.com. You have the choice of translating either a chunk of text or a whole site - it can translate the text in a site while keeping the layout of the site intact. Very handy for anime/manga/jrockpop fans when browsing Japanese sites.
